The most popular vehicles in Penang are motorcycles, like 70 or 80 CC type. They are fast and easy, very convenient in small lanes or streets, and easy to find a place to park. However, those who can afford to own a car are also increasing. It seems like almost every house has at least two vehicles! But in Penang, if you are going out by car, sometimes it is hard to get a parking place! There is a fee to park in most places.
On the streets here, I rarely see motorcycles, especially in winter (and motorcycles here are big models). 
All stores and other places only have car park facility and have at least two parking spots for handicapped. 
Those who park in handicapped parking spots also need to hang a handicap tag or have a handicap license plate. Most parking places are free.
America’s public facilities are convenient for the handicapped, so you often see even people in wheelchairs at shopping centers or other places.

Maybe you haven't visited the now township in Penang. Penang is an island, of course, land is scarce; but, you can also see parking spaces for the handicaps and they are free. The new apartment I've just bought prepares parking spaces for the handicaps too. The other parts of Penang, which mostly belong to the old township, meaning they are more than 10 years old, do not prepare for such facilities. However, with the presentsocial consciousness, there is improvement. Anyway, Malaysia is not as bad as what has been painted by the others. At times, it's sad by the 'ex-Malaysian'.
If anyone wants to complain about traffic jams, then one should look around the other parts of the world. To magnify the problems faced by Penangites is not realistic but idealistic.
